[CX] employ heuristics to divide collections into streams

Currently in Cheshire-Cat, each shadowed collection is allocated a distinct stream. As streams require (mostly memory) resources, this is heavyweight for collections that don't have many mutations, or are largely static. It would be nice to group such collections together in a single stream.
