Couchbase Server won't start on Windows

    Description

      Deepika Verma reported that since build 4080, Couchbase Server won't start up on Windows. I tried the same thing in a Windows VM in Virtual Box, and indeed older builds work fine, while newer ones will not start up, never even opening port 8091 for the REST API.

      Attached is the log file directory, zipped by hand.
