[GSI] Disable DCP flow control

      Problem
      There have been a few issues with DCP flow control, it also makes the protocol a little more complex, while at the same time there is already flow control at the TCP layer

      Expectation
      The KV team recommend for normal clients (non ns_server clinet) to not use flow control. It some cases (large bandwidth and slow latency) it should have a positive impact.

      Notes
      There can be unexpected functional/performance issue by disabling flow control. Needs to be tested thoroughly.
