Rebalance failed due to bad_replicas.

    Description

      Steps:

      1. Create a 15 node cluster.
      2. Create a magma bucket with 3 replicas, 10 collections.
      3. Start a load with create, update, delete, expiry
      4. Sleep for 300s.
      5. Rebalance in a node(172.23.121.141). Successful
      6. Rebalance out a node(172.23.121.123). Failed
      7. memcached crashed on ns_1@172.23.121.135 due to MB-43599(+ a related MB-43598)
