Couchbase Cloud - Need clear recommendation on autoscaling thresholds for Data Service

Background

Couchbase Cloud have a desire to implement horizontal autoscaling so that users clusters can dynamically scale with load.
A fundamental blocker to this approach is that there is no clear recommendation or guidance on what are appropriate metrics or thresholds to scale on.

Request

• Provide clear, conservative rules to automatically scale in + out for Data Service nodes (assume only running the Data Service).
