[CX] External Datasets: S3 does not fallback to old API

    Description

      S3 external datasets are not falling back properly to old API behavior if the new API is not supported. Currently, if the new API is not supported, an error is thrown, while it should fallback and try the old API, then fail properly if an issue is encountered.
