Populate default scope and collection for prometheus endpoints

There seems to be an inconsistency between the outputs of prometheus endpoint and getIndexStatus endpoint. Prometheus endpoint at GSI does not add the scope and collection label for default scope and collection. getIndexStatus does. However, since prometheus endpoint is used from 7.0 nodes and no component other than ns_server currently calls it, it seems safe to populate default scope and collection in the stats.
