Description
Build: 7.0.0-4424
Steps:
- 4 node cluster
- Create couchbase bucket with replica=0
- Update replica=3 using REST API

Observation:
REST call fails with reason "Durability minimum level cannot be specified with 3 replicas" even whenn bucket_min_durability=None.
Note: Setting replica=3 from UI works fine as expected.
