[CX] shift tests to ClusterSharedExecutionIT

Currently we run a lot of tests in the setup a new cluster, start servers, run tests, tear cluster down mode.  While needed for tests that require the server to cycle, or changing topology, many of these tests could just as well share its cluster with tests before and after it-- this cycle adds a significant amount of time per test, so making this change would help our overall CV times
