pre_failover_config_sync need not perform ns_config:pull_remotes

    Description

      In pre_failover_config_sync we perform both ns_config:pull_remotes and chronicle_rsm:sync when backend is chronicle(as a part of chronicle_compat:config_sync). We need not perform the ns_config:pull_remotes in this case.
