[BP to 6.6.2] Increase in initial index build time during rebalance by 9x

    Description

      We are seeing a 9x increase in initial build time during rebalance. This is seen in both MOI and PLASMA tests , but there is no regression in initial build time without rebalance and no regression in incremental build times during rebalance as well.
