[chronicle] Retry writes when leader disappears abruptly

Currently if the chronicle leader goes down, no attempt is made to retry in-flight commands against new leader. That is because currently there's no mechanism in place to protect against commands getting applied twice. So changes in leadership may result in ns_server getting unexpected errors if it happens to write at that same moment.
