[chronicle] Add versioning to chronicle and chronicle state machines

In future releases we may need to add more operations to chronicle_kv (like support for leases) and/or more operations to deal with internal chronicle state. To orchestrate this safely there need to be provisions for versioning of state machines and chronicle itself.
