extend graceful failover to eventing - cluster mgmt

Extend graceful failover support to eventing. i.e., when failing over a healthy eventing node, add functionality that allows the outgoing eventing node to update any book keeping like checkpoints (to prevent duplicate mutations) before failing over the node.
