Summary:
Non-quorum loss failover with allowUnsafe=true removes node from the cluster
Steps to Repro
1. 5 node cluster .175, .233, .236, .238, .250
2. Hard failover just .250 (healthy) node, but with allowUnsafe=true
curl -v -X POST -u Administrator:password http://172.23.105.175:8091/controller/failOver -d 'otpNode=ns_1@172.23.106.250' -d allowUnsafe=true

this removes the node .250 immediately out of the cluster and results in 4 node cluster
on previous builds repeat the above steps and node is just failed-over (which is what i think is expected on 4721 build as well? unless this behaviour is changed)
