Description
We have several errors that are returned to users reported via fmt.Errorf() rather than via the errors component which would allow for localisation. We should aim to have no use of fmt.Errorf() at least outside of tests in the query component.
This Epic will also cover ground work leading to being able to have localised errors - such as uniform use of constants etc.
