failed to add node back after failover in windows

Create a cluster of 4 nodes (170, 171, 172 and 173) install couchbase server 2.0.0r-388
Create default bucket and load 200K items to cluster.
Click failover node 173 (normal failover, not kill network or stop couchbase server)
Rebalance. OK.
Failover node 172.
Rebalance. OK
Failover node 171.
Rebalance. OK
Delete default bucket.
Add back node 171, 172 and 173 back to node 170.
Node 173 failed to add back
At node 170, rebalance to add node 171 and 172 to node 170. Rebalance ok.
Open browser on node 173, see the cluster of node 170, 171 and 172 but not node 173 in it.
