cbbackupmgr: should backup bucket durability settings

    Description

      Problem
      Current cbbackupmgr does not backup the durability settings of the bucket. Meaning if a bucket was to be restore it might have the incorrect durability settings.

      Expectations
      For all bucket settings to be backed up

      Notes

      The durability setting for buckets was added in 6.6.0

            Verified this by creating a bucket with a majority durability level, performing a backup, deleting the bucket, restoring the backup. On 7.0.0-4797 the bucket was restored with no durability level and on 7.0.0-4870 it was restored with the correct durability level
