[BP of MB-41126] - need bindings for constants in eventing to allow dev2prod settings changes without touching code

A good point reported by Vijay Krishna is the ability to have the concept of configurable base-time-in-seconds for timers so that function code need not be modified when going from test to production. For e.g., base-time-in-seconds is lets say 5 mins while testing and 24 hours in production.

Would be good to have a per-function binding/setting to help with this.
