Description

On build 4901 :

./cbindex -type create -server cen-s705.perf.couchbase.com:8091 -bucket bucket-1 -scope scope-1 -collection collection-1 -index idx -fields category -auth Administrator:password

Fails with the following error :

2021-04-09T01:18:00.618-07:00 [Error] Fail to create index: Fails to create index. There is no available index service that can process this request at this time. Index Service can be in bootstrap, recovery, or non-reachable. Please retry the operation at a later time.

Same error is seen using query workbench to create index as well.

This passes on 4891 - which has both GSI and plasma patches. 4901 however has only plasma patches attached. The indexer logs look clean without panics or restarts. Please feel free to change the severity of the issue.
