Allow changing cluster ram size from UI

      Description

      The admin UI allows administrators to change the per-node RAM quota for a bucket, but does not allow changing the RAM size for the whole cluster. This can be done via the command line (/opt/membase/bin/membase or /opt/couchbase/bin/couchbase-cli) with the cluster-init --cluster-init-ramsize=NNNN option. It would be nice to have this available in the UI (perhaps with an appropriate "Are you sure?" modal dialogue box to avoid casual mistakes.

        Considering that we do not allow to lower the cluster ram quota below the sum of the bucket quotas, do we really need this "Are you sure?" dialog. I don't really see how can you do any harm tampering with this quota value, it doesn't affect anything except the ram quota maximum for the bucket creation UI and bucket ram gauges (that can go red if the total quota is less than the sum of the bucket quotas). There's no real danger for the cluster functioning or performance.
