[BP MB-41937 to 6.6.3] improve error logging in DDLServiceMgr

    Description

      In case the metadata provider fails to get initialized in DDLServiceMgr, the actual error doesn't get logged as it is at Debug level. Change it to Error level for ease of troubleshooting:
