[Refactor] Refactor rest-call method such that put requests can be made

What's the problem?

The rest-call method is only capable of making get and post requests.

In the case of creating collections using the bulk manifest API, we also need to be able to make put requests. Furthermore, we also have to send data as json as opposed to form parameters.

The rest-call method needs to updated to deal with both of these situations.
