Upgrade: Eventing UI fails to load on non eventing node after online upgrade with swap rebalance

    Description

      Cluster consists of 1 kv and 1 eventing node
      Server version - 6.6.1 - 9213

      Perform online upgrade by swap rebalance -
      Rebalance out 6.6.1 eventing node and rebalance in 7.0.0 - 5219 eventing node.

      Eventing UI fails to load on KV node.

      Cannot connect. Eventing may be starting up. Please retry after some time.

      No such problem for eventing node.

      Issue remains after browser refresh.
