[CX] Links should be coalesced on disconnect

DISCONNECT LINK accepts multiple links in one statement. Currently these are processed serially, without any consideration for the other links being disconnected. This can result in repeatedly (starting to) setup and teardown the same ingestion pipeline for each link involving common buckets.

All links should instead be considered and coalesced such that each bucket is only processed once per DISCONNECT LINK.
