[Volume Test]: Handler stuck in deploying state after rebalance

    Description

      Build - 7.0.0 - 5279
      Test - tests/eventing/CC/test_eventing_volume.yml -scope tests/eventing/CC/scope_eventing_volume.yml

      Rebalance -

      [2021-06-08T01:59:36-07:00, sequoiatools/couchbase-cli:7.0:5bce07] rebalance -c 172.23.106.253:8091 --server-remove 172.23.106.242,172.23.105.185 -u Administrator -p password

      Handler bucket_op0_0 was in deployed state before above rebalance started.
      Corrosponding handler stuck in deploying state after rebalance completed.

      Due to this all following rebalance operations fail with following error.
