[Backup Service] Consider caching info results

The UI polls the backup service very often to get information but most of the time nothing has changed, It be good if we added a caching layer to avoid having to do the CBM request all the time.

This could store the cached for a certain amount of time and only run the info if the data is older than the pre-determined amount of time or if it knows that a task has run since then (this may require storing the last task run/dispatched in metaKV or computing if this is the case from the schedule)
