Description
In Neo we're introducing a system event log to record events that happen across the cluster, see the parent MB, https://issues.couchbase.com/browse/MB-46215 for more details.
For FTS we need to capture the following events.

| FTS Crash | Name of process that crashed PID of crashed process |
| FTS Index Created | UUID of the FTS Index |
| FTS Index Dropped | UUID of the FTS Index |
| FTS Settings Change | Previous Setting and New Setting |
