[BP 6.6.3] - XDCR - make health_check_interval configurable

    Description

      After de-tuning XDCR to lower CPU cost, there was one that stood out and could not be adjusted: health_check_interval... which is hardcoded to be 120 seconds.

            I realized that the link I pointed above doesn't have the specifics for XDCR internal settings. The link above will not work for the key HealthCheckIntervalSec since it will be in a separate location.

            The correct REST api is:

            curl -su Administrator:password -X GET http://127.0.0.1:9998/xdcr/internalSettings
            

            Note the above needs to be executed locally on the node.

            https://docs.couchbase.com/server/current/rest-api/rest-xdcr-adv-settings.html - is missing the internal settings REST API.
