Update server-cv scripts to select Jenkins labels based on RELEASE

CV Jenkins agents have release-specific tags since the builders can change from release to release, but within a release cycle the builders should be constant so multiple version-specific labels are redundant. The pipeline build should select a label based on the release, not the branch name.
