Force failed node are evicted in 7.0.0

    Description

      This testing was done in CND framework with 7.0.0-5302

      Steps:

      1. Created a 5 node Cluster.
      2. Killed 2 nodes of the cluster (test-couchbase-ndllr-0000.test-couchbase-ndllr.test-dhkzh.svc and test-couchbase-ndllr-0001.test-couchbase-ndllr.test-dhkzh.svc).
      3. The Operator does a forced failover following which the 2 nodes mentioned above are evicted. (Failover report attached: failover-0-1.json)
      4. 2 new nodes are created to maintain the cluster configuration and are rebalanced in. (Rebalance Report attached: rebalanceReport-7.0.0.json)

      Expectations as per 6.6.2: 

      • Force failed nodes are left in the inactive failed state (screenshot attached named: 6.6.2-1 and 6.6.2-2).

      Observation in 7.0.0:

      • Force failed nodes are evicted. (screenshot attached named: 7.0.0-1, 7.0.0-2 and 7.0.0-3).

      Q: Is this behaviour expected in 7.0.0 ?
