[Upgrade] Swap rebalance failed when add 7.0.1-5945 node to 6.0.2 cluster

    Description

      Install Couchbase server 6.0.2 on 2 centos 7.6 servers

      Create a cluster 2 nodes with travel sample bucket.

      Install Couchbase server 7.0.1-5945 on another centos server (226)

      Add node 7.0.1 to 6.0.2 cluster and remove one 6.0.2 node out.

      Reblance button is clickable but nothing happens.

      Check log and see a lot of error saying:
