Node IP address being set to 169.xxx.xxx.xxx after incorrectly detected IP change on Win7

    Description

      On a fresh install of CBS DP3 on a Win 7 box, the admin console popped a message:

      [11:32:36] - IP address seems to have changed. Unable to listen on 'ns_1@192.168.2.13'.

      The first time this message appeared, it was actually a 169.xxx address. And the node was incorrectly listed with a 169.xxx IP address. /pools/default was also returning absolute URIs with 169.xxx addresses. As a workaround, I followed the cloud hosting instructions at:

      This workaround get the server up and running. Other users have reported this same issue on Windows 7 in an environment where the IP address should be known and not changing.
