Magma: support for getBySeqno

    Description

      MB-47437 requires support from KVStore for reading an item using the seqno index (getBySeqno). Couchstore has support for this type of read, but magma does not.

      For cheshire-cat this is fine, but when the code for MB-47437 is merged up to master (for neo) we will need support from magma for reading an item using a seqno.

      The function and couchkvstore code is here for reference (subject to change as not yet approved for 7.0x)
