[UI-XDCR][Enforce TLS :Strict] Error observed as no Connection made

A cluster setup with a node with N2N enabled and IP family as IPV4 only.

From security> other settings , Cluster Encryption is selected as Strict.

Now login with https://172.23.97.164:18091 to access UI.

On XDCR page, Added remote cluster for same node with IP 172.23.97.164 (without port)

Remote cluster is created with "172.23.97.164:8091" now edit it with port 18091 and saved it.

Created replication from Travel-sample bucket to B2 with mapping rule: _default > _default.

XDCR error observed as : "172.23.97.164:genericPipeline.context.Start:Failed to start service StatisticsManager for 0349760fd4be2067260232dbcc6dde83/travel-sample/B2. err=dial tcp4 172.23.97.164:11210: connectex: No connection could be made because the target machine actively refused it."

1. It should create connection.
2. Error message should be understandable.
