Provide entire collection manifest in bucket streaming endpoints

The bucket streaming endpoints of ns_server contain collection manifest UID but it does not contain collection manifest it self. When a change in collection manifest UID is noticed through bucket streaming endpoint, client has to explicitly query ns_server for collection manifest.

I think it would be a good idea to return entire collection manifest as a part of bucket streaming endpoint output. The downside is having more payload in buckets streaming endpoint.
