[XDCR][TLS] Documents not getting replicated to remote

    Description

      1) Set encryption level to strict only on src cluster (172.23.106.119)
      2) Add remote reference using just ip, no port (172.23.104.107) and root certificate
      3) Add replication travel-sample->dest

      No docs are getting replicated in 7.0.2-6587.
