Rebalance status says running for an hour with strict mode enabled

CBS version : 7.0.2:6611
Steps to reproduce :
1. Set up server and have server in strict mode(n2n encryption and strict mode)
2. Add 2 more nodes to the cluster.
3. Remove one of the node and run rebalance
4. Look for the end point 'pools/default/tasks' and wait until rebalance is completed(notRunning)

Result :
1. Test is keep trying this end point for an hour to verify rabalance is completed and it still shows rebalance is running.
After the test is completed, I verified manually hitting this end point and I see it shows status as 'notRunning'

Expected :
1. Within few minutes, rebalance should complete

build it worked : It worked on same build when enforce TLS off(strict mode off)

When test is hitting the end point , it gets 200 ok, but rebalance is running for a longer time or else it is not getting updated when using http call.
