SGW fails to connect server with Enforce TLS if x509 certs used

CBS version :7.0.2:6623
Steps to reproduce :
1. Set up server and enable n2n encryption and strict mode.
2. Create the bucket, user and have rbac role admin
2. Set up SGW
3. Generate x509 certs and upload and copy certs to server and use those certs to SGW to connect to server
4. SGW fails to start

Result :
with following error

can't execute GET_CLUSTER_CONFIG operation without the SystemSettings privilege
Expected :
SGW should successfully connect

Build it worked : It works fine if Enforce TLS is not enabled on server
