[CBM] The wrong path is being used to check if the archive exists

What's the issue?
Prior to creating the lockfile, we check if the archive exists (to support 'config'). We're currently check if the directory '$ARCHIVE/lock.lk' exists; this is invalid.

What's the fix?
We should drop the 'lock.lk' filename, and add if after this check has taken place.
