Binding is populated with _default scope, collection for an imported function when scope, collection doesn't exist

ISSUE
When we import a function via UI If a non-default scope or collection doesn't exist in the cluster than scope/collection for the binding defaults to '_default'.

EXPECTED BEHAVIOUR
Behaviour for the binding scope, collection should be similar to source bucket, metadata scope, collection ie- no value should be selected and Next: Add Code button should be disabled.
