Reduce the need to rollback to zero

As highlighted in patchfor MB-48398 we can improve our code to reduce the number of situations in which a consumer needs to rollback to zero.

This can be done by the consumer iterating through each of the entries in the producer fallover table and being able to rollback to an agreeable seqno, where uuid's match.
