[Eventing RBAC][UI] DEBUG button gives "Unexpected error occurred. Please try again." msg

STEPS TO REPRODUCE

• Create and deploy handler test using full admin role.
• Create user test:asdasd having sufficient permissions to access handler test.
• Login as user test.
• Go to View Javascript page for handler test.

OBSERVATION
DEBUG button is enabled and clicking on it gives Unexpected error occurred. Please try again. response.
Also SETTINGS button on main eventing page should be disabled for user having manage scope functions role.
