XDCR - P2P - backfill pipeline not honoring dynamic wait time

    Description

      MB-48614 introduces a dynamic wait time based on number of KV nodes, but this dynamic value is not being transferred to backfill pipeline.

      The first line shows main pipeline with 3 KV nodes, while second line for backfill pipeline shows that the time isn't being honored.

      This will lead to backfill pipeline start timeouts in a multi-cluster system
