      TEST STEP
      Swap rebalance of kv nodes.

      OBSERVATION
      Rebalance operation took 11+ hours to complete.
      Same rebalance operation (test step) completed within 75 minutes on build 7.1.0 - 1701. Hence marking as a regression.
