[CX] Create a small, customized fastutil jar to reduce footprint

Fastutil provides type-specific Java collection classes. The collection classes are available for a large number of types - many of which are not needed at this point.
Fastutil provides a script to create a small, customized fastutil jar that only contains a subset of types using the find-deps.sh shell script. as described in the README.

We should use this mechanism to reduct the footprint of our fastutil jar.
