couchbase-cli missing flags for some alert types

    Description

      The couchbase-cli tool is missing flags for some alert types which have been introduced, but not yet implemented in the CLI tool. 

      Per the Web UI of 7.0.2, we can see that 14 alert types are referenced:

      The documentation for the CLI tool in 7.0 only references flags for 12 alert types. It appears the two missing ones are the following:

      • Node's time is out of sync with some nodes in the cluster
      • Disk usage analyzer is stuck; cannot fetch disk usage data

      We should implement flags so that these two alerts can be configured using the CLI tool in the same way that all other alerts can be configured using the CLI tool.
