[NexusKVStore] Rebalance exited with dcp_wait_for_data_move_failed(error,no_stats_for_this_vbucket)

    Description

      Steps to repro:

      1. Create a 2 node cluster(172.23.121.139, 172.23.121.140(bucket_ram_quota = 2056 MB/node), replicas=0, vbuckets=100)
      2. Create 4 non default scopes(total scopes will be 5)
      3. Create 3 non default collections in all scopes
      4. Start Load 5M docs in each of non default collections in all the scopes(total docs = 50M)
      5. Trigger full compaction
      6. During data loading change replica to 1 and rebalance
      7. Drop few collections and recreate same collections in scope 4
      8. Rebalance failed with dcp_wait_for_data_move_failed
      9. Also Observed Memcached crashed with NexusKVStore::doCollectionsMetadataChecks(Vbid, Collections::VB::Manifest const*, Collections::VB::Manifest const*) on node 172.23.121.140

      This could be similar to MB-49802, but since it was a different test and I observed a new rebalance failure, so logging this issue
