mb_master crashed and when it was restarted it tried to start child mb_master_sup supervisor while previous was still shutting down

In one of cases we've observed max_restart_intensity reached due to mb_master continuously crashing. And that continuous crash was seemingly caused by too slow death of mb_master_sup supervisor. That slow death of child supervisor was very likely caused by very heavy swap storm.
