[FP of MB-46728 to Neo] - Rebalance failed for index with Panic

    Description

      Rebalance failed when 2 out of 3 index node failed over in below scenario.

      Steps to reproduce:-

      1. Create 6 nodes cluster (3 KV, 3 index + n1ql)
      2. load travel-sample bucket
      3. Create 2 partitioned indexes with 9 partition each.
      4. Stop Couchbase Server on 2 KV and 2 N1QL + Index node
      5. Failover all nodes simultaneously
      6. Rebalance the cluster.
